Criteria:
Emmett Okerlund died on November 24, 2003 at the age of 90. He was an Anacortes High School graduate of the Class of 1931. Because his time spent in Anacortes meant a great deal to him, Mr. Okerlund gave his entire estate to fund scholarships.
